i have only read two of China Mieville's steampunk novels, and whaddya know my favourite of the two - Perdido Street Station - is on offer as a free download from suvudo.
it's an incredibly imaginative story set in a magical city modeled somewhat on Victorian London, where our heroes must navigate there way between bloodthirsty capitalists, corrupt politicians, and supernatural monsters the likes of which you ain't seen nowhere else.
For those with a spotterly eye, it may be worth mentioning that Mieville was formerly associated with the soft-trot Socialist Workers Party (the brit version of what in north america we know as the I.S.) and the highbrow journal Historical Materialism. One is not surprised.
